So I had a crack in my carbon fiber fork and it needed replacement. I bought a Forte carbon fork; I believe it is called an "axis." I used my old headset on the new fork. I managed to remove the race from the old fork and install it on the new one. The problem that I am having is that I can not tighten the top cap without the headset binding and becoming difficult to rotate. When I try to loosen the top cap far enough for the headset to not bind, I can wiggle the steer tube inside of the head tube. Do I need to accompany the purchase of a fork with the purchase of a new headset because the race is not intended to be reusable? Any possible suggestions?

It sounds like the crown is wider on this fork and is rubbing against the cup. Get more opinions, of course, but it sounds like this fork and frame don't go together.

I put it down as far as I could get it. I may have bent it a little when pulling it off of the old fork; could this be the reason for the binding?

the fork race needs to be perfectly level. theres a special tool made by Park that will help you set it. its basically a pipe with different size ends that will sit flush against the top of the race, and you basically just hammer the top of the pipe.
what ever you do, DO NOT RIDE the bike if you have any play in your headset. you'll end up with more problems like a broken headset or worse, you could ovalize your headtube which makes your frame useless and un-repairable.
take it to a bike shop if you dont have that special tool. hopefully thats the only problem cause if you bring just the fork already off the bike, they shouldnt even charge you.
another thing, make sure you have enough distance between the top of the fork and the top of the spacer or stem to tighten the compression cap
