It's also possible to split the crown race and/or flare or otherwise damage the head tube when installing without the proper tools. This is particularly a problem with lugless frames that lack reinforcement on the head tube ends.
To be perfectly honest, although I have replaced headsets using bike butcher technique, I would probably not try to do the first installation on a new frame that way unless I knew that it had been properly prepped by the builder.
