Its public and many people use it either for training (lots of Tri-dudes use it for speed work) and many others use it on the way home. No idea if events are held there
As far as i know (which aint much) Hawthorn Cycling Club dont have anything to do with it

I've never heard of any events being held there. It's not banked much/at all? (from memory) and might not be fenced either? Gee, I've got to ride down there and have a look.. too bad I woke up too late to ride in this morning!
When I was last there (~5 years ago!) anybody could ride on it.

Nah, it aint a proper velodrome and you can't come screaming down off the bank for your flying 200 !!

It's public and can be used by anyone.
However...it's pretty [censored] and most times I've been there, the riders using it show no discipline or respect for others. ie. weaving all over, riding the opposite direction etc.
not to mention the massive bump across the surface on the track just before the east curve... cant be good hitting that over and over and over..

The only times I've come past it on weekends it had little kids riding all over it. Might be ok early in the morning.
There's a fence hipsta. Just right for one to ride into on a track bike. Now, why does tat sound familiar? :p :p :p
That's why I haven't been there for ages.. I didn't think it was fenced. Now that I've got something to crash into, other than kiddies and triathletes, I'll head on down! ;-)

It's open for anyone to use. No events. It suffers a bit at the weekend from kids weaving all over the place. But they don't stick around long. Some people seem to think it's a good place to stand and have a chat. It's not ideal for track bikes because of the need to dodge occasional obstacles. It's fenced about half the way round, so hippy can make a choice between crashing into the fence or heading off into the bush :-) There's a horrible bump in one spot. However, if you go low, middle or high, there are smooth spots. It's banked, but not like Vodafone. There's one bend where it's best not to exceed 55. It's free.

Most velodromes have banking of between 30 deg and 45 deg. Hawthorn velodrome has about 5 deg banking. Pretty [censored] for launching your sprint of the bank. :-)
The fence has gone up in the last few years. For a long time there was no fence; you could launch onto the velodrome from the Gardiners Creek Trail and do a few laps as part of your commute.
