i dont know about how good it would be for a tandem stoker to have a brake, but i do know of two
ways to hook two levers to the same brake. the first is with a cross lever style inline device,
which effectively lengthens the housing at the inline lever. this means that one person would need
to use MTB two-finger style cross levers. or- you could make your own using the same principle
(basically, just make sure the cable travel comes out right)
another way is to use a BMX gadget that allows two cables to both pull one. its a simple but ugly
little thing that has two inputs and one output. when i wanted one, a few years ago they were fairly
tricky to find, but they are out there. ive also seen them on triathlon websites, although i dont
know what a tri-guy would use 'em for, exactly.
or, you could do what sheldon "theres no fooling us about his sanity" brown did, and hook up
independent brakes to independent levers. dont tandems often have a third brake system (like a disc)
to give the rims a break on heavy downhills?
