buying a Groene kaarten/Carte Verte/Green Card in Rotterdam?

Do you mean a permanent resident card? It's called a verblijfsvergunning
in Holland. Check out www.ind.nl (server down at the moment).

Nope. Maybe I should have been more explicit.

What I need is the Liability Certificate for my vehicle when I pick it up at
the docks.

I'm just in the planning stage at this time but am considering some
alternatives.

It just seems that Rotterdam is the best alternative as I could then do some
visiting in Spa although my final destination is Antibes.

Actually I was looking at shipping costs which are somewhat weird. Bremenhaven
and Rotterdam are $900; Naples is $1,200 but Liverpool is a ridiculous $1,400
with the further hassle of driving to Hull and spending a night on the Zeebrugge
ferry which I hated last time I went that route.

It's issued by the insurance company after buying a "wettelijke
aansprakelijkheidsverzekering motorrijtuigen". Price, I don't know.
Can't you just buy liability insurance in canuckersland, with European
coverage? I think you need at least a fixed (postal) address.

Right, the legal liability insurance certificate for an automobile.

Price isn't the prime consideration, although a postal address in reasonable
proximity to the destination port might be.

In any case, the situation is not quite as simple as it seems at first. There
are several tricky bits involving licence plates, taxes, North American
Insurance, etc.

And the only Green Card a Kanuk knows about is the one needed to reside in the
United States 🙂

I am still in the early planning stages, but may ask you for advice again
later.
