    Scrape off any dangly bits that might interfere with the rewrap. Otherwise it's
    benign.

    If you need them clear 'cause you want to put sleeves on, or just want clean
    bars, use a pencil eraser. the friction and heat lifts the glue better than
    any solvent i've tried. Then wipe the bar with a little white spirit to
    remove any excess glue, rubber. This assumes the bar is steel/alloy, i'm not
    sure the effects of white spirit on a carbon bar for example.

    or try some tea tree oil, works really well on sticker glue as well

    Have you tried lacquer thinner? (Outdoors only!)

    A bottle of Goo Gone (citrus based adhesive remover) at a local hardware
    store or maybe an office supply store.
