I'd recommend GPS Utility. http://www.gpsu.co.uk/
It has lots of utilities for data format conversion both on import and
export of data. It'll allow you to enter and edit waypoints and much
more. I use it to archive all my tracklogs and waypoints.
For example it allows you to select waypoints from your archive by
plotting them on a grid and then selecting those you want using a
rectangle. When I'm going off to the Alps I simply drag a rectangle
around the Alpine region of my waypoints and upload them to the GPS,
when I get back I download any extra Alpine waypoints collected during
the trip and then reselect and upload my UK waypoints to the GPS.
