Just like on the outside, you can get by safely on the inside if you get up beside someone shoulder to shoulder and hold your line through the turn. If the guys on the inside get to bumping, it's usually the ones on the outside that end up in the curb/ditch.
My preference for inside v. outside would probably depend on the direction and strength of the wind.
