If this is to build the fixie, just spin the cog on and ride for a bit. That's how I've done it and the last time I deliberately removed the cog I had to back to bike up to a wall and bounce violently on the pedal to shift it. By all means, put a lockring on laterm but it's not absolutely neccessary.

You've done it now, but for future reference I find the easiest way is to clamp the tool in a vice, pop the wheel onto it and use the whole wheel as the lever. Imagine you're doing a left turn in a really heavy truck 🙂

I had one that wouldn't respond to that. Took it down to the LBS where they laughed at me and said I wasn't putting in enough effort. The first guy nearly killed himself trying with it on the vice and eventually it took two of them positioned around the wheel to get the freewheel to budge. Left me feeling well vindicated. 🙂
