Acetone aka nail varnish remover will remove many decals.

However try it on an inconspicuous painted surface - or
around the damage spot first, as paint finishes can vary.

no. 1 - there's a small spot of missing paint and
corrosion I want to fix).

You'll have a job if the stickers are lacqured over!
Otherwise try a hair dryer, possibly with solvents
(carefully).

As far as Number 2 goes I contacted the frame sprayer after
a respray who provided a small quantity of matching
paint.When I first bought the bike ,Dawes sold me a small
pot of matching paint.So my suggestion is to try the
manufacturer first. I suppose the problem these days is that
many frames are made and painted in the Far East but it may
be worth a try.

Remove the -not from email

Correct, warm, not hot air will help soften the adhesive of
vinyl stickers. It will probably leave some residue, so you
will need to use some WD-40 or Sticky Stuff Remover. As
people have said, if they are lacquered in, then it will not
leave a neat job.

Cellulose transfers are nearly always lacquered in to the
frame, so it is really a wet/dry sandpaper type job.

As regards touch up paint, then the car parts paints,
Humbrol from hobby shops or even Boots the Chemist for
nail varnish
