You'll have a job if the stickers are lacqured over! Otherwise try a hair dryer, possibly with solvents (carefully).

As far as Number 2 goes I contacted the frame sprayer after a respray who provided a small quantity of matching paint.When I first bought the bike ,Dawes sold me a small pot of matching paint.So my suggestion is to try the manufacturer first. I suppose the problem these days is that many frames are made and painted in the Far East but it may be worth a try.

Plenty of car paint factors will work out a match from swatches. It's a fair bit more difficult with metallics though - the size of the particles and what they're made of varies.
Correct, warm, not hot air will help soften the adhesive of vinyl stickers. It will probably leave some residue, so you will need to use some WD-40 or Sticky Stuff Remover. As people have said, if they are lacquered in, then it will not leave a neat job.
Cellulose transfers are nearly always lacquered in to the frame, so it is really a wet/dry sandpaper type job.
As regards touch up paint, then the car parts paints, Humbrol from hobby shops or even Boots the Chemist for nail varnish
