    Having been hit by flying butt ends (and other objects) several times
    whilst cycling, this is indeed good news.

    A WHITCHURCH resident claims she didn't know she was breaking the law
    when she was caught throwing a cigarette butt out of her car window.

    Charmaine Rose, of Bell View, received a £75 fine from Test Valley
    Borough Council through the post after she was spotted disposing of her
    cigarette end through her car window as she was driving along Western
    Avenue in Andover.

    The 53-year-old says she is a law-abiding person and would never have
    dropped the cigarette if she had known she wasbreaking the law.

    Charmaine said: "It's just a scam to get money out of us.

    "I never knew there was a law.

    "I would never dream of dropping litter."

    In the many years that Charmaine has been smoking she said she has
    always smoked whilst she was driving and never even thought she could be
    breaking the law when she disposed of her cigarette.

    She said: "If I smoke in the street I always put it out and put it down
    a drain or in a bin."

    as I passed a traffic queue on the outside. Many other times I've
    been tempted to pick up an offender's [censored] end and pass it back through
    their window. Would I be committing an offence if I did?

    I must admit i did that once in my youth.
    I picked up the glowing end and chucked it back in the window of the car
    stuck in a traffic queue, saying "I think you dropped this". It landed on
    the passenger's lap resulting in screams of panic and much flapping of
    arms.

    I would never condone doing such a thing now of course.

    Obviously something needs to be done about this problem - perhaps
    manufacturers could be consulted on the possibility of fitting a
    suitable receptacle in cars.

    From the Lincolnshire Echo today :-

    09:20 - 21 October 2006

    A Smoker has been ordered to pay £95 after being found guilty of littering
    by dropping a cigarette butt in Lincoln's City Square.

    Philip Devine (18), of Ruskin Avenue, St Giles, Lincoln, was seen to drop
    the butt on May 23.

    When he was confronted by a Police Community Support Officer, he picked up
    another cigarette butt and put it in a litter bin.

    He was issued with a fixed penalty, which was then £50.

    He paid £20 of it but failed to pay the rest.

    Devine was due to be at Lincoln Magistrates' Court to answer a charge of
    littering.

    But he failed to appear and was convicted in his absence.

    The magistrates fined him £60 and ordered him to pay costs of £35.

    Er, so she only does things of they are not illegal? Doesn't it feel
    /wrong/ to throw things from car windows?
