Does on Campag. Not on Shimano, allegedly (but then I wouldn't know).
But current generation Campags, you can definitely emergency stop from
the hoods.

Pump: frame fit Zefal under top tube. It stays fine on my Tifosi
just wedged in disginoally from the top tube/seat post join to
the headtube/downtube join.

Other kit I take:

In a (very) small seatpack: 1 x spare tube, 1 x multi tool,
2 x tyre levers, 1 x set Park glueless patches for emergances
only, 1 x Park tyre boot, £2 for emergances/phone

In pockets: 1 x spare tube, food. Waterproof top/gillet if
needed.

Don't bother with waterproof trousers if you have lycra longs
on (I'm assuming you're not mad enough to wear shorts at this
time of year).

No phone (I like the peace and quiet). Sometime the iPod goes
in a rear pocket as well.

Hmm, from the hoods I can't lock the wheels with a pair of old RSX
shifters. Must be me rather than them :-/

I tried this morning. I can lock the wheels enough to slide the back. I
wasn't going to try any harder than that.

Given that getting onto the drops is a tad harder since I got an upgrade
to the aerobelly for christmas, I'm more than happy to brake from the drops.
