Most likely the problem is the B-adjustment. That's the
screw that butts up against a small flat on the rear of the
dropout, and adjusting it will move the jockey wheel closer
or farther away from the cogs. When adjusting, move the
chain in both directions as it can make a difference.

Before you mess with the B-tension adjustment (it was OK
before?), check your chain's threading through the rear
derailleur. If Campy is like Shimano, there's a small "nub"
or stop that is easy to miss when installing the chain, and
that can cause noise and/or funky shifting.

'b limit' screw behind the upper pully. Look underneath the
rear der and you will see a screw head and a worm gear, Turn
that IN or righty lighty, which will increase the spring
tension there, moving the pulleys away from the cogs. if no
soap, may need to take a link out of the chain.

Thanks for all the responses folks. Turns out I cut the
chain too long. Removed three links and everything is okey
dokey. I guess too much slack and the pulleys ride too close
to the cogs. Oh well, lesson learned.
