Is this ad actually being played on TV at the moment? We don't get normal reception where we live, so we don't get the local commercial TV stations and we haven't seen it on any of the satellite stations we get.

Yes, and it does it subtly but effectively. I'm hoping they plan to make a series of ads showing various cyclist/motorist interactions.

A series of advertisments describing the exceptions to the road rules which apply to cyclists would also be useful. A lot of motorists are completely unaware of these and get irritated by what they think are arrogant cyclists ignoring the road rules.
