If I have a food that says 20gm carbohydrates, 12gm fibre
should I count it as 20gm or as 8gm as far as my carbohydrate allowance
goes?

Depends which country you're in. American labels mean you can subtract
fibre, but Australasian and some European labels already subtract it. I
gather by your email address that you're an Aussie.
If the fibre is indented in under the Total Carbs, then you can subtract the
fibre. If the fibre is hard against the left margin, like the Total Carbs,
then the fibre is already subtracted (like kiwi/aussie labels)
Total carbs 12g
- Sugars 5g
- Fibre 5g
Total carbs 7g
- Sugars 5g
Fibre 5g
Both examples are 7g net carbs.

It's not even completely consistant with the labels.

The indentation thing works also, but again it's not completely
consistant.
I do the subtraction from the calories. Fat 9, protein 4, carbs 4.
I start with the total calories at the top. Subtract the fat grams
times 9. Subtract the protein grams times 4. Then I divide by
4 to get the carb grams. If the number I get is lower than the
total carbs, then I know the label already did the deduction for
me. If the number I get is close to the total carbs, then I know
I need to do the deduction.
One thing that can happen with deducting fiber - If it was already
deducted on the label foods can look like they are zero net or
even negative net. When something comes out zero, always
do the calorie arithmatic to see if the deduction was done
already.
And when it comes out zero always check for rounding down.
US labels list plenty of stuff as 0 when it's 0.5 or 0.4 or whatever.
Eggs, heavy cream, you name it, none of them are really zero.

All the food here has the fibre listed hard against the left side, as in

So it looks like I cannot subtract the fibre from the total carbs

I think so. Look at a label and see if the fibre is indented under the
Total Carbs, or hard against the left side.
