    Does this make any sense? $3.99 each plus shipping, so five tubes at
    $3.99 each is $19.95. At this rate, the "FREE SHIPPING" for five tubes
    costs $6.30. The "FREE SHIPPING" for ten tubes costs $8.60. For twenty
    tubes it's $5.85.

    Does this smack of false advertising?

    No, he's just charging you more per tube when you buy in quantity!

    It might be a bit misleading, but that's only because people assume that
    they will get a better price if they buy in quantity, which is not
    necessarily true. I've seen the exact same kind of thing at other
    stores, both online and "brick-and-mortar" stores which deliver. It's
    up to you to do the math to see the final per-tube price you're paying
    when you include shipping. It certainly doesn't rise to the level of
    the legal definition of "false advertising".
