"Compulsory helmets for pedestrians has been tried - in a Japanese city 50% of the schools required children walking to school to wear helmets (all schools were given the choice and cycling was already banned if I remember correctly). The result of course was no difference in HI rates between those with helmets and those without. However one wonders what the kids forced to wear helmets thought? That is was an adult's prerogative to drive into kids? Frightening doesn't cover it."

Sorry, but there is no other way to express it. Have you seen Malcolm Wardlaw's spoof paper on walking helmets?
Walking helmets? The last time I saw anything remotely resembling one of those was when feeding my pet tortoise before he disappeared never to return, many years ago.

On Sakurajima (Japan) the schoolkids all wear helmets going to and from school - mainly to do with the local volcano dropping bits of hot rock on people though so I'm not sure it counts.

What's also interesting is that kids in cities don't wear helmets on bikes but kids in the countryside do. I assume this is because in the city there's a pavement to cycle on (which is acceptable) and in the country there isn't.
