My point is that if the Soviets had a different leader he might have tried
to cover up the inadequacies of the regime by starting a war - economically
they were a basket case but militarily they were more or less on par with
the USA - to a different type of leader disintegration of the SU might have
been simply not an option

That's why "Terrorist" becomes such a meaningless word. It's not clear cut
and people can and do use it to demonise people in all manner of
imaginative ways. The way the middle east is currently demonised so much
is a good example. Another example is many anti-terrorist laws being
enacted which allow governments to lock people away without trial for
anything the state decides could be construed as "terrorist". I know of
one example of a guy getting thrown in jail as part of the anti-terrorist
act simply for running a website which someone had put bomb making
material on.

Right now "Terrorist" is a big buzzword in the public. It inspires fear
and emotional reactions from people. Governments knows this and they
play on it using it to strip freedoms from the public in the name of
"security".
