On the 11-23 the [17-19] and [21-23] are on common carriers. The rest are loose cogs.

Any reason not to go with an Ultegra 10 spd. 12-27? I assume the shimano Dura Ace hub will take it?

I note on weight weenies that the difference is ~ 40 g which is .09 lb I believe. So it can't be weight...

There are lots of reasons to go with Ultegra: cheaper, small weight difference and it will last longer than Dura Ace. Yes, the freehub is the same.

Also, to answer your earlier question, the rivets can be drilled out. They're riveted together primarily because most people use the standard gears and as an installation convenience.

It also gives the cogs more contact area to keep them from digging into the freehub body. There's not really a safety issue if they do, but it can make them harder to get off.

Just be aware that you may run into problems if you try to go to a 13T small cog cassette due to the serration depths on the DA. See:

On something like an SRAM then yes. As was previously mentioned on the Shimano the upper cogs are on common carriers; and if you drill those out you will be very, very unhappy. :p
