Here's a fabric source. Check the patterns for yardage required then
multiply times cost of single layer gortex

a simple mindead bone cover:
one worn polyester T or jersey
one paper bag to fit your head
magic tape
felt marker
one friend
Fit bag on head, have friend fold one bag side under the other from
front to back tightening the bag on head. Tape one side, pull taught,
attach taught tape to other side you done folded under. Mark seam and
lower edges with marker. Cut bag as sized. Flatten bag out and tape
to worn out T, cut. Sew together with upholstery thread. In desert or
heading west in the morning, attach Velcro to rear bottom edge and
neck shade-mosquito mesh?

without liability-nooo namibiafleece), and off course

Fleece, I read, comes with stretchable! gortex on one side, fleece
middle, then a web of poly leading to one more claim of warmth without
sweating.
I bought a cheap sprayed on breathable rain parka-red ledge-and heard
a ventilator start up after walking across the room with it on.
The fleece as a rain suit/warm jacket fall into the not yet needing a
wet suit environment.
Good for cape cod/bangor/asia minor
