Niggardly isn't related to the N-word I think you're worried about. It's a completely different thing.
Oh, I know what it means ... still, it is one of those words that is probably on the way "out" because of the connotations it brings about when people don't understand. People have lost their jobs for using the word -- in the cotext it was meant!
