I guess the real question is this: If there are no officials cars to see something, but it's shown on the TV coverage, can they be penalized after the fact when it's noticed later? My guess is that if that does happen, it's rare, since the riders certainly don't seem to care that there are cameras around.

If the commisaires think it was too blatant they can penalise him up to throwing him off the race. They would probably be more interested if he was holding on to the car for some time rather that slinging his way past it.

Well the roads were little more than a car width wide and the cars were in front so they had little choice but to zig- zag between the cars.
In any event, making best use of the race convoy is considered legitimate for riders attempting to come back up after a crash or mechanical problems. The instructions to the commissaires in charge of the convoy traffic make that clear (the front of the following cars are held back behind riders who are just shot off until they are well dropped, but will be brought straight past riders who are off the back through misfortune).

There has been a precident of using helicopter footage to catch riders hanging onto cars in the mountians, but a handsling off a car mirror will be overlooked in the middle of the stage.
However, wasn't McEwen busted for his last kilometer handsling in the Giro based on television footage?

I'll assume that's tongue-in-cheek as I'm sure you knew that a prerequisite of riding for EE is that you were born or educated in the Basque region:-}
If you have been an amateur cyclist in a basque team you qualify to be a memeber of EE. And that would include people like R. Heras or Oscar Freire.
Right now they have Samuel Sanchez (not in the TdF) that is not been born in the basque country and does not consider himself basque, but developed as an amateur there.
