You have to keep in mind that most CFL players are paid about minimum
wage - no one could afford steroids so why bother testing?

The CFL salary cap is $4.05 million per year. That's Canadian $$$,
presumably. Given 46 active players, that's ~$88,000 per player.
That's not great, but it beats minimum wage.

The real news here is that [censored] Pound is apparently confused about what
"jail time" means. It doesn't mean hanging out in Toronto and getting
paid $240,000 (Williams reported salary) for doing so.
