Here in Holland the winner is the first person over the line, but there are also sprint primes which pay out cash prizes for the first 5-10 over the line on a given lap. There is then also a leaders prize for the guy picking up the most cash on the primes.

In theory one rider could win all the sprint primes, and then not win the overall, but take home more cash than the winner.
