I've repaired jackets (and waterproof trousers) in a couple of ways:

a) if not worried about waterproofing, then micropore tape (as sold for
holding dressings onto skin) works incredibly well. I patched some
waterproof trousers after ripping crossing a fence several years ago and
that tape is still working (trousers used a fair bit, been washed a few
times). Similarly, I patched a pertex jacket last winter and its fine.

b) if bothered about waterproofing, then I suggest the tape sold to repair
Goretex coats would work. Get it from a good outdoor clothes shop. I have
used it on a Goretex jacket (in this case it was a wear hole rather than a
tear) and its held up for several years.

In both cases, I patch from the inside, carefully drawing the fabric
together onto the tape. If really bothered, tape the outside as well for
extra protection. Any patch area won't be breathable anymore, though if the
repair is only a few square inches, this is unlikely to be noticeable.

I can't see the makers offering a repair service, though its possible that
someone advertising repairs to outdoor clothing might be willing to do it
for you.
