For cool weather or if you like a wicking layer, wear polypro or coolmax underlayer--long or short sleeved depending on temp. Over the top of the bibs, wear the jersey or jacket that you would usually wear.

Basically wearing bibs is no different than regular shorts.

Please do not wear a cycling jersey under your bibs. The kind of attention it will gain you will not be, uhm, flattering.

Does the wicking layer cause you to be too warm or overheat on warmer rides (80-90F)? I also guessing that it would probably be better to have a full zip jersey to go along with the wicking layer.

Think about the terms "base layer" for a second, mate. Base, bottom, first. Get the picture?

Even in the heat of the summer the base layer is essential to wick away sweat.

Depends on your individual preference. I don't wear an underlayer in weather that warm, but prefer to wear a jersey over the bibs that is made of a wicking material. Most are pretty good these days. I will wear an underlayer in temps in the 60s-low 70s. Some people do like a thin sleeveless base layer under their jersey even on warm days. Good wicking fabrics can actually make you feel cooler because the enhanced evaporation has a cooling effect.

Full zip is always nice because you can open up to get full ventilation when it is really hot.

+1, the only way to go.

In the hot weather I'll use a sleeveless base layer which is nice because it prevents any bib strap chafing on the ultra long summer rides.

I don't usually wear anything under my bibs in the summer because it is so hot here.
