Most schools that I know of have a Cycling Club team, which tend to vary in competetiveness/seriousness. Most of the time its just a good way to meet other riders, learn routes, some races, and find some people to ride with. As for actual "varsity" official cycling teams, i know of none. -
Lots of the colleges around here (WA state) have cycling teams and there's even a local collegiate only race series. You can find info on all of the collegiate teams at http://www.usacycling.org/ncca/
Now I don't know if that means they give scholarships or any such thing, and I wouldn't count on it, cycling not being the big money draw like football or basketball, but there are certainly clubs to get involved in that race very seriously. -
I don't think you could swing a dead cat in Colorado without hitting a collegiate cycling program.

My buddy goes to Lindsey Wilson College in Kentucky. I believe he gets cycling and academic scholarships. But it's a private school, so it would be still expensive no matter what.

From what I've seen all of the larger FL university's have cycling clubs.

www.clubs.psu.edu/bike is Penn State's cycling team website.
Most colleges have a cycling club of some sort. For example, at Penn State we compete against: Lehigh, Cornell, UPenn, Rutgers, UVM, etc.
If there's a school you're considering attending, just search its website for cycling club or something similar to that, I'm sure most colleges will have one.
