What is the best way to cut a carbon stem on a fork. Once
you determine the exact length, do you just tape the area to
cut, get a sharp hack saw and cut real straight. Or is there
a better way ?

there is no problem. That means cutting in from the opposite
side to meet your cut rather than going all the way through
in one direction, which can delaminate the outer carbon
layer where the hacksaw comes through.
