haven't found any frames with dealers in my area that fit my requirements (4" - 5" steel,
sloping top-tube)....

Look at the Surly Instigator...it will survive a nuclear war, standover is crazy, ready for longer
forks, lots cheaper than Cove (I'm pretty sure). It may be more sturdy than you're looking for...but
who complains about that.

The 32" measurement seems high to me, but I've never built a Cove with a 4" fork before. Has the guy
who gave you the quote done so?

32" is unusally high for a 17.5" frame. I would take a look at Azonic,

but it might be aluminum (haven't researched it)

I called the Cove shop and the guy who answered the phone told me to hang on while he went and
measured one they had on the floor.....He came back and said the one he measured was set up with a
4" fork and had a standover of 32"....?? I told him I thought it seemed high, but he didn't really
respond. I was thinking that maybe he didn't measure it from the right spot or something...????

I guess I can look at the instigator...
