What brand freewheel or cassette do you have?
What kind of bicycle is it? and what material is the frame?
Shimano makes many different level products that might work.
You may want to consider the total budget before upgrading this paricular bicycle.

Easiest, or most cost efficient?

Sora components would probably be cheapest new stuff to get
you going.

Think about using bar-end shifters. You get most of the
advantages at a small fraction of the cost.

This depends upon what components are currently on your
bike. I converted my girlfriend's seven speed Trek 520,
which has some Shimano long-cage rear derailleur (I forget
which model), by installing a set of Sora seven speed
levers. These levers seem to work just fine with canti
brakes too.

I moved from shimano bar end to campag chrous ergo levers
and never looked back. Awesome.

If you have a 7sp freewheel and Shimano rear derailleur, get
a set of Veloce 10 shifters and ride away. [Least Cost]

If you have a 7sp Shimano Cassette, Mirage 9 or Veloce 10
shifters, Mirage Rear derailleur, 8 of 9 cogs of a Shimano
9sp cassette. A 9sp chain. [more cost but 8sp system]

Either of the above can get you going and is upgradeable to
more up to date system when a component, such as a cassette,
hub, or rear derailleur wear out.
