I don't know about the ones that come with their own bum
bags but you could get a thin jacket that would pack down
into any small bag or even a large pocket. A "racing cape"
might do...........

Just bought one of these after the torrential rain we had a
couple of weeks ago. It was as much for visibility (its
bright yellow), I felt very insecure wearing a pitch black
bin bag in near zero visibility.

Yebbut it's worth having a lightweight/packaway one just in
case. Rain can get very cold if you only have a very light
top. They can also be useful for that first cold 10 minutes
in the morning and then removed. If you just meant
breathable ones are useless I agree, except when the temp
goes towards zero.

I do mean specifically in *warm* weather (or "hot" if you
like) where a jacket would really cause overheating, be it a
breathable or non-breathable one. An alternative for when
you would get a bit chilled with only a light top is to
carry an additional light top (perhaps a long sleeved one)
to wear over the top. You'd still get wet but the extra
material will keep the worst of the chill off, but without
making you too hot. Another answer is a sleeveless coolmax
string vest worn underneath the light top.

But I certainly agree that it's worth carrying some sort of
rain jacket for most of the year (in the UK) on the days
when there's a chance of rain.

Not cheap...
