Dry cleaning fluid. Available in supermarkets. Test first on hidden bit to
make sure it doesn't lift the colour. Then dab on with clean cloth, and
sponge the gunge away (I use old clean white cotton - recycled
t-shirts/undies, etc.).
Don't try washing with water/soap/detergent first.

Not sure what you mean exactly :-)
Various firms make overshoes, and others make reflective ankle straps with
velcro fastenings.
Some better than others in my experience, though all seem to cost a bit over
a tenner at a bike shop. The ones I got most recently from Condor in London
have been the best I've had for a while. (the absolute best were years old
and got lost somewhere ).
