I haven't lived in Holland for 10 years and my Dutch wsn't all that great to begin with, but my understanding is that in general the Dutch simple present tense follows the same grammatical format as in English, in which case, since "heel" modifies "moeilijk", they should be adjacent. It's not like it was any form of past or future tense where Dutch gets all Germanic and starts whacking infinitive verb forms at the far end of clauses for no good reason. Then again I could be completely wrong.
