Cat levels are the USCF racing categories (road for road racing, crits and time trials, track for track racing). Everyone starts as Cat 5 and works there way down. Cat 1 and Pro are the highest categories. Generally after completing 10 races as a Cat 5, you can uprgrade to a Cat 4. From Cat 4 on, you need results to upgrade. You can find out more about racing licenses and categories at usacycling.org I hope this answered your question.

It most likely has to do with cadence
