    Cat levels are the USCF racing categories (road for road racing, crits and time trials, track for track racing). Everyone starts as Cat 5 and works there way down. Cat 1 and Pro are the highest categories. Generally after completing 10 races as a Cat 5, you can uprgrade to a Cat 4. From Cat 4 on, you need results to upgrade. You can find out more about racing licenses and categories at usacycling.org I hope this answered your question.

    p.s. this is top secret. no wonder softball, golfing and bowling are the preeminent competitive sports in the u.s., everyone knows about it.
    probably do not have to train as much either.

    It most likely has to do with cadence
