Cassette & hub compatability?

What brand of removal tool is it? Cheaper removal tools might have
thicker walls, and run into the washer. Try again with a genuine
Shimano tool.

Besides, you really only need a millimeter or two to unscrew the
lockring. It shouldn't be *that* tight.

I'm using the Park tool. There is just a hair (like 1 mm between the
outer circumference of the washer, and the inner circumference of the
lock ring. It's as if the washer is too big for this cassette.

The splines in Shimano lockrings are themselves only two mm thick, so
you've probably got sufficient engagement to successfully remove the
fastener. Stablilize the tool by holding it in place with the skewer
and wring it loose.

Some hubs are like that. Another reason could be that the sealing washer
has come adrift

Put tool in then put in skewer to hold the tool down when you remove
the lockring. Some lower end hub locknuts are a wee bit large and don't
prevent the tool from going very far down but it is
compatyible...cogset to hub.

Thanks, all. Because the tool was barely engaging, the ends of its
splines becase slightly rounded, so it didn't "grip." I got the
cassettee off, but could not tighten it back down sufficiently. Since
I was repacking the hub anyway, I solved the problem by attaching and
tightening the cassette after putting in the new bearings, but before
sliding in the axle, cones, locknuts, etc. Worked like a charm,
although it was a rather inconvenient method.

Are you using the Park FR-5?

It sounds like it's been used without the skewer holding it on, per the
instructions:
"Always use a quick release skewer to hold the tool in place and snug
to cogs when loosening. For solid axles, use the axle nut."

I had similar problems when I was using a tools with the wrong splines
on my Shimano cassette hubs. It turned out that I was trying to use a
Park Tool FR-1 (for old freewheels) not the appropriate FR-5 (for
modern HG cassette lockrings)

The FR-1's splines are spaced the same, but they're a different shape
than the FR-5. They sort-of engage, and if you work at it enough you
can remove/install a cassette, but the splines a tendency to strip out
and the lockring won't be sufficiently tight. Once I got the
appropriate tool, everything worked much better. Before I figured out
the underlying problem, I had a lockring pop off on the road. The
cassette was loose and it sent my chain into the spokes, and locked up
the rear wheel. Luckily I wasn't going very fast at the time and I
managed to walk 2 miles to the LBS who fixed me up quickly.
