My understanding is that after the two year suspension the rider can't ride
for a PT team for four years. From ProCycling:
Saunier Duval have said that they are in advanced negotiations with Britain's
David Millar and are expecting to sign the Scot to a contract once he
completes a two-year ban for EPO use in June 2006. The Spanish team have
also said that David Cañada has been successfully operated on for a heart
problem that forced him to quit the Vuelta last week.

But was Miller suspended prior to Cofidis signing the ProTour charter?

I believe that's if you were suspended riding for a ProTour team, at
the time he got busted, there was no Protour, so that doesn't apply I
don't believe.
