What I find rather odd about what the woman says is that kids don't like
wearing them if others don't.
So she thinks that making it law for under 14s to wear them will change
that. If they don't who will be responsible for any court action (bearing in
mind that under a given age they cannot be prosecuted anyway).
If her son was 9 when he died he could not have been prosecuted as he was
too young - presumably his parents were not there when he had his accident
so if the law said he had to and was killed not wearing one but actually did
have one would the parents have been prosecuted?
If the mother had thought that wearing a helmet was a good idea why did she
not insist that he wore one.
