In medium cold weather like that I cover my ears with a light hat under
my helmet (the "Buff" from Uni Mag works well), and a light pair of
gloves, one lightweight polypro shirt and a light windbreaker, bike
shorts and maybe wind pants. With that much on in 40 deg.F you will
sweat, especially if you're muni'ing. Then roll the hat up above your
ears and (partially) unzip the wind layers to release the heat.
In -really- cold weather, I wear a heavier ear-covering, like a
rolled-up fleece neck-gaiter, warm mittens, *warm socks*, maybe two
layers of polypro shirts instead of one. Road riding in ultra cold, I
might add a fleece on top and polypro bottoms under the wind pants.
With these clothing combos, I can comfortably ride in any weather.
Unicycling is a great warmer-upper.
On our 'RTL qualifier day 1 ride'

sub-freezing temps, and my medium cold outfit worked, even through a
few snow-squalls and nasty winter winds.
