I wonder if the 'over 27' guys have tried the approach of bringing along a younger rider at little/no support to meet the 50/50 ratio rule? It seems that the top Euro riders bring along siblings/friends/former teammates all the time when they negotiate contracts.

That has nothing to do with it. Real Racers(tm) come from junior programs and NOT from pro programs that give someone a salary to be mediocre. If you want to give someone a hand up start verymuch improved junoir programs and you'll have all of the pros you ever wanted and more.
Maybe so, maybe not. When I started racing as a junior back in the late 70's we often had 50-70 guys in the 16-18 fields, but virtually nobody progressed to being a pro in Europe.
How many of today's US-based and Europe-based pros came from Junior "programs"? What has happened to the majority of guys who were in USAC's "junior programs" during the last 10 years?
