Bet it's a freehub, where for Suntour, the cogset is held on by the
first spin on cog. Get a couple of chainwhips and try to remove.

There's also the destructive method of removal. Get a punch and spin
the race that should be visible - 2 small holes in it, if I recall
correctly - counterclockwise. All of the ball & pawls will fall out of
the freewheel.
All that will be left on the hub is the inner freewheel body. Twist
that off with a pipe wrench & you are done.

Nope, clockwise. The cone has a left hand thread.

As others have said, you've probably got a Suntour cassette hub. The
small cog is threaded on. You need two chain whips- the process is the
same as removing a Shimano Uniglide cassette:

Dangit, Sheldon - that's what I meant.
I learned the technique from your site some time back, and it works
like a charm.
I don't even bother with removal tools anymore on my SS.

Yep, it's a freehub. You guys are awesome. It's still bizare, though,
because the cone and cup are reversed. The cone is on the outer end of
the freehub body, facing out, and the cup threads onto the axle, facing
in. Weird, but effective, in that the load on the axle is further out,
preventing bent axles.
