It's polite to preface the subject with "FS:" or "FA:" ("for sale"
or "for auction"😉, so people who aren't interested can skip over
the message.

It would be difficult to post off-charter for this group, as it has none
(http://www.usenet.org.uk/uk.rec.cycling.html#uk.rec.cycling) but for those
uk.* groups that do have charters, it is normal to permit relevant adverts,
sometimes personal only, e.g. uk.rec.equestrian's policy is:

"Personal advertisements for related equipment & services are welcome, but
should be brief. Short (less than 20 lines) announcements of events relevant
to readers are permitted; blatant off- the-topic and commercial
advertisements are not. "

Or sometimes commercial adverts are also permitted where relevant,
e.g. uk.rec.crafts.sewing:

"Personal advertising of goods for sale or exchange is permitted, but any
trade between people originating from a contact initially found in the
newsgroup is done at the participants own risk.

Commercial advertising is allowed. The subject line must start "ADVERT ", and

Either way, I doubt that anyone would find it off-topic or inappropriate to
post a link to a bike related private sale - particularly if it is clearly
marked as such with ADVERT:, or the more common FS:, in the subject line.

As I said, with care. Nobody objects to regulars here selling the odd
bits of surplus. There have been objections to people who visit only to
sell stuff, especially sell stuff repeatedly.

If its a one off post that is prefaced by FA I doubt anyone will mind as
long as there are not constant reminders of the bid deadline approaching
(as has happened)

Even so, I doubt E-bay would take any action against a user who posted
a *for auction ad* to an unchartered group.
