Drift cameras and many others have time lapse modes - but nothing near $10 will come close.
I bought 2 MD80 cameras off of ebay for cheap. One must be defective with the colors being far off, the other takes decent video, but the battery lasts only about 20 minutes on a full charge. Its impossible to tell if it is working if it is bright outside since the led lights are very dim. I sorta works, but I no longer use it.
The drift is good, but I have had 2 warranty issues with it since buying it in the Spring. Drift has been pretty good in resolving the issues.
