Can a suspended UCI license holder ride in this event?

Can a suspended UCI license holder ride in this event?

The situation is probably the same as in Yankee-Doodle Land

FFC is the French equivalent of the USA's UCI affiliated governing
    body

Normally nobody worries about it and in many events FFC, FFCT and
UFOLEP licenses are accepted along with those issued by the national
UCI affiliates of other countries with the emphasis being placed more
on insurance coverage than by any other consideration.

But where a prominent UCI affiliate license holder is a suspendee,
then the UCI gets a wee bit miffed and invokes their prohibitive
    rules.
