Interesting.
From my perspective, a rider would only dope if they thought they wouldn't get caught. Therefore, I thought that most riders would take their chances and sign this thing. The possible exception would be the riders that know they have already been caught because they stored blood with Fuentes.
Who else is missing?

Two things:1. Signing it doesn't mean you're clean, as evidenced by everyone in the TDF who was caught after signing it
2. The thing gives pretty much zero rights to the rider to protect themself and their career from mistakes in testing, etc.

Bettini said he would quit cycling before he would provide a sample to be used for DNA comparisons. That should pretty much tell you what you need to know. -
