What exactly was the reason for the reduction? Does the date start from the point where the Italian Federation started and then shelved the investigation in the first place? What about the money he earned from Discovery and the UCI points he would have earned from participating in the Tour of California and the Tirreno-Adriatico?

Absolutely, as the larger context goes, Basso actually got suspended and thus was punished. But as for those going through disciplinary proceedings, the idea that Basso got "the maximum" suspension is ridiculous. They might as well have backdated it to one year and 11 and 1/2 months ago and he could be starting the Tour in July but still have received the "maximum suspension."

The LIFETIME ban is only eight years retroactive to the steroid [censored] date.
