Aussies, helmets and driving

cycling 17 year old had changed to motoring, it couldn't possibly explain falls in cycle use
amongst teenagers of 43% in Victoria and up to 60% in other states."

So now we know. She wasn't lying, just distorting the facts and exaggerating the percentages -
which is, I guess, par for the course for a helmet compulsion campaigner.

What rubbish. You can get a learner's permit in Victoria at age seventeen but you must be
accompanied by a fully licenced driver and display "L" plates on the car whenever you drive.

At age eighteen you can sit for the examinations to obtain a probationary licence. This is still not
a full licence, carrying many restrictions.

The background to the change was that it was to tighten up the learner system. Prior to that, anyone
could get behind the wheel and providing that the vehicle displayed the regulation "L" plates and
there was a fully licenced driver in the passenger seat, away they went. No requirement existed for
the learner to display that they knew anything about driving as it was assumed that the licenced
driver (in the passenger seat) was in charge.

As the changes made it more difficult for young people to legally take the wheel, not less, I would
be very surprised if it played any part in the incidence of cycling or helmet wearing.

I read the debate(?) in the Chronicle; what I found worrying was that both Lee and some other
correspondent seemed to putting across the messages that

1) cycling is only for children
2) cycling is declining anyway.
