Not necessarily, or at least not like necessarily like an American university degree. Teachers in non-academic subjects don't have to meet the same degree requirements as teachers of academic subjects. He might have a doctorate; he might only have a high school degree (and in the French system there are different kinds of high school degrees). There's no way to tell simply from that title alone.
