    Hmmm. Lokks like it would be fun to ride. Though the pumping action might get a bit tiring.

    I suspect Burrows ships them like that because they can fit in a slightly smaller box, and the
    seller doesn't have a crank puller.

    Aha! That sounds like a plausible explanation. The seller said they'd got it like that and had
    ridden it 'on a driveway' and it 'moves fine' though.....
